ESOE single logout hangs when an SPEP is unresponsive.

Description
Terminating a user session hangs the user agent (browser) for the duration of the web service timeout (60s) if the SPEP does not accept the web service connection.
This could potentially be fixed by offloading the single logout web service calls to a background thread, and returning the successful logout page to the user immediately.
